I just found the same problem on v5.0.10 ... if you go to Partners> Configuration> Localization> Countries you will find a full list of all the countries.
But if you go to Partners> Configuration> Localization> States you will see that the table is completely empty. I would think this an oversight, but I am going to report it as a bug.
