I think so. ;^) The good folks at MoteIV have the schematic for the TMote Sky in the data sheet, and on a cursory glance I don't see pull-ups. This actually makes sense, since the I2C and SPI busses share pins, and if not running I2C there's no good reason for pullups on those lines.
