hmm, usually there is an install step. Look for a file named "setup.exe".
What did you get when you un-tared the file?

Once that is all over with, you should have a BIG tree of stuff starting
at something like C:/cygwin. In that dir there should be cygwin.bat
which will start the bash shell.
