Is that a lot of extra code bloat or performance hit? Are the "safe-TinyOS"
release issues delineated anywhere?

Not yet. Part of the issue is core is currently discussing what level of
safe TinyOS (TinyOS with optional run-time memory checks) to support in
2.1. Because Packet already switched over to new semantics in CVS,
releasing a 2.0.3 would be problematic.
