If you were to write such a driver hardware conflicts could be
resolved by first restructuring the timers to provide a Resource
interface so access to them could be arbitrated, and then implementing
the drivers using this same pattern.

Hmmm...  what about the seeming non-use of timer hardware inputs?
Has anyone got plans for that soon?  If not, I could put off the arbitration 
part
that would need to go in both Timers and the not-existing-yet Comparators 
drivers.
