The tutorial clearly says that the serial forwarder allows you to
"communicate with a mote from a PC". If your mote has a serial
interface, this component will allow you to send messages over the
serial link. If you don't know what a serial link is, it's basically a
wired link.

It also shows how to use TestSerial and BaseStation as applications. I
also recall MultihopOscilloscope uses serial communication.
