look here for some advice: http://docs.tinyos.net/index.php/Java_cygwin
TOS requires two native libraries and one add on package. The getenv dll is what's in java/jni. You also need a Java comm package, in T1 I think this is always the Sun version which I have squirreled away: http://www.etantdonnes.com/TMP/javacomm20-win32.zip It installs a dll, a jar, and a properties file.
