Ohhhh.... now your (Ying-Jui's) message from Monday and this one are
starting to jell. I knew there was no reference to 'c:' in the installation
scripts, but ncc was indeed compiled on a machine that has a 'c:' and rather
than refering to the tosdir in a relative manner, ncc uses an absolute path.

I'll update the windows instructions to include setting the TOSDIR variable.
Next time, I'll just set this from the Installation Wizard to be the new
path. Another alternative I can look into is compiling ncc automatically
from the installation wizard. This seems a little risky but would yield the
correct hard-coded path. Or, maybe ncc can be modified somehow to use a
relative path. Or, maybe I'm wrong about all of this...
