The TinyOS 1.1.5 March 2004 CVS Snapshot is online. NesC 1.1.1 is being released simultaneously but is not required by TinyOS 1.1.5.
The Tinyos-contrib 1.1.1 and TASK/tinydb 1.1.2 packages are also being released today. The tinyos-contrib release is comprised of the s-mac and cotsbots directories. Note that NesC is also distributed in RPM form and can be downloaded and installed in the same manner as the tinyos source. A CVS snapshot release is very nearly that: a snapshot of the CVS tree in a convenient-to-install package. If you'd like the bleeding edge code and don't mind the inherent risks, upgrade to the snapshot releases as they become available.
