Bluetooth on mainline for Panda has always been shaky.
Apparently on an Android tree in TI, there are enough patches to rectify
this, but extracting and porting them won't be a simple task.

On Panda 4430 board with Linaro ubuntu pre-built image:

Bluetooth feature is almost unusable. System hang / panic happens very
frequently during the pairing process, and sometimes the other
Bluetooth device can't be found after board rebooted.
Bluetooth file transfer doesn't work.
