Here is a definition I have never seen before:
"By 'standardized test,' I mean simply a test administered under controlled conditions and carefully monitored to prevent cheating."

As I recall, the key element in referring to a test as 'standardized' is the fact that scores on that test are calibrated with the performance of a defined reference group.
The key to the use of the term 'standardized' is that the tests are thus norm referenced in standard deviation units.
Atkinson's definition is so broad as to be meaningless.
