The New Orleans /Times-Picayune/ reported <http://www.nola.com/news/t-p/capital/index.ssf?/base/news-6/122223371288730.xml&coll=1> on September 24 that a Republican member of the Louisiana House of Representatives named John LaBruzzo <http://en.wikipedia.org/wiki/John_LaBruzzo> "is studying a plan to pay poor women $1,000 to have their Fallopian tubes tied" in order to contain the state's welfare costs.
