The only thing that might make sense is to claim that it was obtained with
public funds as a part of the criminal justice system? But that can't be
right. My recollection is that medical and psycholgical info is to remain
confidential. I suspect it was leaked or obtained unethically (or it might
be just another bit of urban folklore). Another warning to doubt the
veracity of stuff on the web.
