A point of clarification about what I know believe has happened...

In the past ISPs have been considered Enhanced Service Providers (ESPs).
ESPs are considered end users. So, in the past a call to an ISP was
considered to terminate at the ISP, and hence a local call.

The vote today (2/25) was basically to overturn this policy and claim that
the call no longer terminated at the ISP but went on to it's final
destination(s) in other states or countries. Also, one member of the
committee refused to vote in protest that his due process was denied (he
was not granted a delay of the vote). Also, in many ways this vote appears
to contradict information provided by the FCC about the former "hoax" in
which they continually state that ISPs are exempt and messages saying to
contact the FCC are hoaxes and inaccurate.

Sorry, this has just really hit a nerve with me...
