There's no ethical question (or legal one) there at all--it's _always_
acceptable to refer someone to the archive address.
Compare the act of copying a journal article and distributing it (analogous
to providing copies of list messages) to that of referring the interested
party to a _library_ with the relevant journal in it's holdings (analogous
to providing a pointer to the archives) and you'll have a pretty clear
picture of the legal situation.
