Darcus Howe says:
"There is a young man called Mark Duggan… a few yards from where he
lived police officers blew his head off."

This kind of outburst does nothing to help a serious situation. Duggan
was killed by a single bullet in the chest, not the head. It's a
terrible incident, and is being fully investigated, as are –
automatically – all incidents in which police firearms are discharged
in Britain. In the normal course of events police do not carry guns. In
this case the police were armed because they were members of Operation
Trident, a special unit (initiated by members of the Black community in
London concerned with gang-related crime) to deal with drug related
crime and the spate of what are called Black-on-Black killings. The
incident was part of an operation that involved the stopping of a
minicab in which Mark Duggan was travelling. He was carrying a gun,
which is illegal in Britain.

The gun found in Duggan's possession has been found not to have been
discharged. Other than that little is known about what precisely
happened when the minicab was stopped, and the full story probably
won't be known until the official investigation is completed.
