I don't want to speak for our moderator or put him in an uncomfortable 
position, but my recollection is that the last time there was a flurry of 
activity on the list to have this person removed for the same reasons here 
(actually I believe there were even more incendiary provocations then), he 
raised a similar "constitutional" issue then regarding such removal.  It may be 
that the listowner received some advice from his institution that he should 
leave it alone then.

Can a tipster use an academic institution's computer to filter out and block 
messages from an academic related topic a
nd colleague?
I can see the use of filters on one's personal computer but the use of personal 
selective filters on a university computer may raise constitutional issues.
I will be dispatching e-mails to the Executive and Academic deans of of 
tipsters institutions and let them know that ther federal funding may be in 
jeopardy.
