I think what John is referring to is the use of the term "bias" to mean that the IQ tests are not different in their predictiveness of outcomes across cultural groups. Certain groups may score lower than others, and this may well be due to prejudice and discrimination that exists in the culture but the test is not biased in the sense that it is differentially successful in predicting certain criteria (often academic success but sometimes other types) for different groups.
