Okay, first, Annette should specify which year/version of
Excel she is using because since 2000 there has been
a number of changes. The website that Karl links to below
is primarily oriented towards Excel 2000 and 2003 and
has a side section on Excel 2007; see:
http://peltiertech.com/error-bars-in-excel-2007/
Since 2007, we've had 2010, and Excel 365 or Excel 16
see:
http://www.techrepublic.com/article/microsoft-updates-office-365-with-six-new-excel-functions/

And this is just for the Windows version of Excel. The
Mac Version, especially pre-2013 differs in significant
ways (Excel 365 is for cloud computing and Excel 16
seems to be similar to it, which means that from now on
the Windows and Mac versions will be the same).

If I can make a suggestion, it might be a good idea to
go to the Microsoft support website and search for
info there. Here is a link to how to do standard errors
in Excel 2010 as well as Word/Outlook/Powerpoint 2010;
see:
https://support.office.com/en-us/article/Add-change-or-remove-error-bars-in-a-chart-4c376e3c-900f-4531-9299-44a3a3eebc4f

The more recent versions of Excel (from 2010 onwards)
tend to be better in a variety of ways (e.g., statistical accuracy)
relative to the earlier ones but also tend to do things somewhat
differently.

Another suggestion is ask any econometricians at your
institution because a large number of them use Excel for
statistical analysis and modeling (they also know about what
add-ons are best at doing certain things). Also, folks in
what is today called "Data science" also make use of Excel
in data entry, cleaning, analysis, and modeling, so, if you
know anyone in this area (or can find them online; there's
a group on Linkedin and elsewhere)

I am drawing a graph with excel (which may be the problem!)

Excel seems to put the same length error bar for each point
and only for one of the three lines in my 3 x 5 graph.
Completely useless

Given that maybe no one knows how to do this in excel,
(1) what might be a better graphing program
(2) should I use something other than standard deviation

sometimes feel like a bigger stats dunce that most beginning
