If there is a security lock on the box, then most likely you are not allowed
in.
You might call and ask to speak to a service man, who after you make your
changes, might relock it for you, provided what ever it is that they are
worried about is all taken care of.
And yes, it could get you in hot water.
Alternately, split the signal elsewhere, it doesn't all have to split in that
box.  I have only 1 cable coming into the house, then a 4 block splitter with
amplifier signal, going to 4 units (1 TV downstairs, 1 TV upstairs, Tivo and a
VCR/DVD).  Ignore the bad run, perhaps even snip it just inside the house, and
then let the cable guy know you want it removed on the next visit.  If the it
continues to give you issues, you'll have to call to get it removed.

Subject: [TiVo Central] "Tampering" with a cable box

I need to connect two new coax runs to my cable access box outside and I don't
feel like paying for a service call to do it.  I'm not sure if openinig the
cable box on the side of your house is illegal or simply against cable
providers' policies, but either way there is a (hefty?) fee if you get busted
doing it.  I DO NOT want to access any channels or services illegally, I simply
want to replace a failed run and add a new one.
Does anyone have any advice to offer?  I've looked at my box and it has a blue
plastic padlock looking thing with a simple wire latch.  They've written the
date on it with a Sharpie pen.  Can I buy a matching one and write the same
date on it?  Or am I playing with fire?
I don't want splitters in my attic.  Every outlet in my house is a straight run.
