Are there no other phone numbers to select from?

You can fake out a phone number - enter a complete number as the
dialing prefix. You could enter your cell or something to see if it
dials. But if it is reporting no dial tone - and you know there is
(connect a phone to that cable) - it is likely a failed modem.

The modem is surface mounted on the board, so it isn't an easy fix.
It requires de-soldering and re-soldering replacement components.

You might consider adding networking to your TiVo:

Or, if you want, you can use an external modem or try repairing the
internal modem: http://www.9thtee.com/tivomodemrepair.htm

If you have the serial cable that came with your TiVo (S1 TiVos came
with an IR blaster and a serial cable) all you really need to use an
external modem is a DB9 (cable) to DB25 (modem) serial adapter. See
