Just to note there's also the option to have a closed mailing
list for a DT with an open archive.

rfc2418.html#page-19: In order for a design team to remain small and
agile, it is acceptable to have closed membership and private
meetings.

I suspect that's where the analogy between this group and DTs
may break down, as this is intended to last as long as TLSv1.3.
