And then there's the usual boilerplate on internet-drafts, which IETF participants - the people who are interested in developing ideas by using internet-drafts - read: This Internet-Draft is submitted to IETF in full conformance with the provisions of BCP 78 and BCP 79. You present no evidence for your claim of lack of plausibility.
