The IESG has observed a discussion on the IETF Discussion List [1] about using 
licensing clauses from the TLP5 [2] in emails sent to IETF mailing lists.  The 
IESG has also observed email sent to multiple IETF mailing lists apply text 
from the TLP5 or citing BCP78 to withhold rights (e.g., on the IETF discussion 
list [3] [4], TLS WG list [5][6], SSHM WG list [7] and PROCON list [8]).  

To add to this discussion and clarify the issue, the IESG has issued an IESG 
Statement on Clarifying Derivative Works Rights [9].
