In this case, each time some admin gets to choose between PQ/T and pure PQ, that'd be counted. So perhaps a CDN would be one deployment, but so would each independently managed web site.

It could be, but needn't be, complicated. We're not aiming for anything like a precise count, we're just saying "many." And I remain curious how Uri can consider the suggested text as being incorrect. Just doesn't make sense to me for any way of evaluating "many" I can envisage. Cheers, S.
