Since there were questions about the next steps: I've submitted the draft to IETF Last Call ( https://mailarchive.ietf.org/arch/msg/tls/879dHoX4p9SC-ay5QGcKvuKbFT8/ ). I also have a query to the IESG about how they want to process the draft after IETF Last Call concludes.
The good news is that the RFC Editor is holding the draft's place in the queue.
