The project is looking to recruit a Policy Consultant and a Technical Consultant to facilitate and prepare the draft policy (national action plan) for reducing vehicle emissions. The draft policy will be composed through review the initial policy that evolves through the (public) consultation process. The consultants will prepare discussion papers, summary reports, and plans for the working group, help organize the seminars or discussions and facilitate information sharing with the stakeholders. One consultant (Policy Consultant) will be engaged to draft policy document refer to initial policy and result of consultation process. MEB will follow the final draft policy which will be submitted to Government through Ministry of Environment. Policy Consultant (3 person months) Tasks: · Draft and edit the initial policy and policy document on reducing vehicle emissions refer to result of consultation · Study of and design for the investment needs of the monitoring, investigation, and improvement for air pollution sources · Draft terms of reference for further studies to help the implementation of complementary measures to improve urban air quality, e.g., transport planning, limiting emissions from stationary sources; and · In consultation with MEB and other concerned stakeholders, organize the public consultation, discussion, workshop, etc. which will develop a draft policy on reducing of vehicle emissions Requirements: · Good overview of policy issues in environmental management in Indonesia · Proven in carrying out environmental policy assessment · Familiarity with air pollution issues · Strong networking skills, detailed knowledge of government structure, as well as civil society. Technical Consultant (3 person months) Tasks: · Update of air quality status and issues in Indonesia, especially in Jakarta area · Update of Indonesian policies, regulations, standards, and programs of air quality management, with a focus on mobile and stationary sources · Assess the recommendations for changes required in the incentive and policy structure to motivate private sector investment for reducing vehicle emissions · Conduct a training program for government staff and other line agencies to improve air quality through integrated vehicle emission reduction strategy. Requirements: · Extensive experience in the area of management of pollution from mobile sources and with emission inventories and emission modeling · Familiar with government organizations which responsible for reducing vehicle emissions.
