I'm not sure I see how delaying the confirmation request would help
with this problem.  Most likely the spammer isn't doing
"auto-confirmation", but simply running an auto-responder himself to
proliferate more spam.  His auto-response releases his message.

If you did introduce a delay however, it will mean you won't see
legitimate mail confirmed as quickly which I see as a bigger problem.

If you mean introducing a delay, no.  If you mean spammers
"auto-confirming", yes, without a doubt, more than any other single
topic.
