OK, I'm almost there... really... but...

FAQ 5.4 shows how to be sure that you will get undeliverable bounces by
using:
to-file ~/.tmda/lists/whitelist tag envelope dated=10d from bare
to-file ~/.tmda/lists/wildcards tag envelope dated=10d from bare

But as far as I can tell, this would only make a difference if the
address that you are sending to is in your whitelist or wildcards list.
What about getting undeliverable bounces for an address that is not in
your whitelist or wildcards?

OK, so you say... use the default 'dated' so that bounces come back to
you. But what about if I want people to whom I send mail, to not see
the tagged address, but rather the bare address?

I'm thinking that I could set in my config file:
ACTION_OUTGOING = "tag envelope dated=10d from bare"

But that doesn't seem to work. So the next best thing was adding the
very last line in my outgoing filters that looks like:
to * "tag envelope dated=10d from bare"

By doing that, ACTION_OUTGOING will never be used because it's only
used as a default if no filters in outgoing see a match. And if this IS
a valid solution, is there some way to add an 'append' to that same
line, so that the new recipient will be added to my whitelist?

Am I really making this too difficult? Or am I missing something?
