It sounds like to me that you are planning to use TMDA as your first line of defense. If 99.9% of the mail on your server is spam, you seriously should consider adding some checks at the SMTP level, possible by using an RBL or something similar. TMDA is best implemented in situations where other spam checks are performed first.
