Try grabbing the latest snapshot of tmda-cgi.  Some of these things have
been tweaked lately, but I have not yet done a release.

I think that is theoretically possible, but I've never tried it.  You
would have to tweak your configuration files to deal with the fact that
you don't have a key, pending directory, and set of filter files for
each user.  You'd have to experiment a bit to get it to work right.
