I am running exim 4 quite happily, but I don't use aliases. There are a few people here who are more expert with exim than I am, and hopefully one of them will help you out.
I would guess that you need to learn about "virtual users", since many people run systems with mail users without corresponding shell accounts. Just to add some content to this message, I will append my exim configuration
