The /etc/tmdarc file is a global configuration file.  Anything added to this file would have the same effect as if you were to edit every users ~/.tmda/config file to match these settings.
 
For example on the system I use our /etc/tmdarc file contains:
 
ACTION_OUTGOING = "bare"
HOSTNAME = "bardicgrove.org"
X_TMDA_IN_SUBJECT = 1
CGI_URL = "
http://bardicgrove.org/path-to/tmda-cgi"
CGI_ACTIVE = 1
CGI_USER = "webuseragentname"
MAIL_TRANSFER_AGENT="postfix"
DELIVERY="~/Maildir/"
RECIPIENT_DELIMITER="-"
 
Of course anything in /etc/tmdarc will be overridden if it also apears in the users ~/.tmda/config file.  For example you could override the system default of ACTION_OUTGOING = "bare" as I do with ACTION_OUTGOING = "bare=append"

Hello All,
 
 Could somebody please explain the purpose of /etc/tmdarc for me ? This might be as simple as I just have to make it myself but I don't seem to have one. I have made my own but am not sure why I didn't have one to start with ? Does that indicate something is miconfigured ?
 Could this also be a clue as to why my 'friends' aren't being appended to my whitelist ?
 When my users run auto-install does it grab the settings from /etc/tmdarc or some other place ? I am running RH9 Postfix with TMDA-cgi in system wide mode. Any suggestions for this newcomer to TMDA would be greatly appreciated !!!!
