I think the 'tmda.cgi' wrapper program is broken. More specifically, it looks like it hasn't changed into the proper directory to execute python on the 'tmda-cgi.py' file.
I would recommend running 'configure' and then 'make install' in the tmda-cgi directory to see if that fixes it.
