This sounds like the expected behaviour.Typically, it is up to the MTA, not maildrop or TMDA, to send a message back to the sender, when a problem occurs.
Some MTAs send an early "deferred" message when problems occur, to notify the sender that a problem is occuring, but that delivery is still being attempted.
After a longer period of failures, the MTA will finally send a "failure" message back to the original sender.
