Jeff, some of the older historical places don't have to make ADA changes.
Not sure if this is a federal law or state law.  Where I live it seems most
try and adjust if they can do it without losing the historical value.  I
have run into this with not just steps but with restrooms that have doors
18" wide.

   Otherwise, like Frank says, it's an ADA requirement to have wheelchair
access to the bldg, even if it's just a portable metal ramp..
