I tried to replicate this with kitty-0.76.0.11 under Windows 10 connecting to a 
CentOS stream 8 system, the closest thing I had handy.  With kitty default 
settings the cursor is a blinking underline when I log in, but changes to a 
blinking block once I load tmux 3.3 (and stays that way after exiting tmux).  
Is that different to what you're seeing?
