That behavior changed a while back.
Here is my workaround:
bind '"' split-window -c "#{pane_current_path}"
bind '%' split-window -h -c "#{pane_current_path}"
bind 'c' new-window -c "#{pane_current_path}"
The only problem here is, that if you open a split or new window from
e.g. man you'll land in /usr/doc/ instead of PWD.
