This isn't the issue, as the users are not trying to use my server as a relay. For example I work at Cisco and for outgoing mail I use the server "outbound.cisco.com", and when I send a mail to me or anyone at my server it doesn't arrive. I can also telnet to port 25 of my server from various domains I have access to and get no connection.
