My answer to your previous was not correct.
You have "#define CHKUSER_RCPT_MX" commented, so chkuser is not checking the destination domain (conditions: domain is not local and RELAYCLIENT is set).

 Yes, probably you have disabled chkuser for authenticated users. Check is
there is any option like CHKUSER_DISABLE_VARIABLE enabled.
