Toaster configuration is done via the Django admin interface, and it is not easy. I've a had a look at what's currently in place and have suggested a few changes to help get people through the process. There is a design document explaining the changes attached to the Bugzilla feature

I also know Paul Eggleton has found some way of figuring out the valid version of BitBake from the metadata branch, which could save users from having to specify the BitBake version information.
