QueryString with multibyte characters

Hi,

Tomcat 3.2.1, as standalone container, do handle well QueryString
with multibyte characters.

But Tomcat 3.2.1, as out-f-process container, does not.

I confirm that both of mod_jserv and mod_jk have some bug in handling
uri and querystring.
