It's a WANTED feature.
With TC 3.3 there is a new classe loader system. Take
a look at change3.3 file included in distro.
A quick fix for your problem is to copy jaxp / crimson jars
in TOMCAT_HOME/lib/common.

Tomcat.bat in TC3.3 doesn't include the outer environment's CLASSPATH. As
far as I can tell, this means it can't get jaxp.jar or crimson.jar.
The patch checks if the old classpath had any contents before appending it
to the new environment.
