TC4 URL BUG

[Dongsheng, Song]

Hi,

I found TC4 can deal with "x-www-form-urlencoded" format
(java.net.URLEncoder) url(GB2312), but can't deal with
"UTF-8" format url(GB2312).

By the way, mod_jk connecter(java side) displayed the same bug.
