jsp:include ignores flush attribute

The attribute is picked up by the compiler and passed to
org.apache.jasper.runtime.JspRuntimeLibrary.include.  I have verified that it
indeed works (in the nightly build).  Note also that jasper was modified
recently so that the "flush" attribute is ignored, if jsp:include is from a
BodyConetent.
