Donna,

First, what does access_log and error_log say?  Can you see "Web-application
not yet deployed" in error_log?
Second, can you reach http://papeete:88/manager/ ?

Do you start Tomcat before httpd is started?  Try this sequence.  If you use
webapp-1.0.1 you will encounter such problem.
