I have worked with both in production environments. I found them to be comparable in speed; however Tomcat & Java provide a much more robust architecture for development. While perl has made strides into OO design methods it still is no where near the level of Java. In my humble opinion I contend that perl is not for the large scale application development(thank god I am posting this on Tomcat-dev). Perl has it place, and for small sites, may be the best choice. However once you get past a certain point, you need a more structured architecture and language, especially if you are looking to have multiple developers that must follow the same coding and documentation conventions. A lot of work has gone into Java, to created APIs and Specification specifically for enterprises level applications. This is just one man opinion.
