[5.0] Build issue - where is jasper.runtime.el and why is it checked in as binary ?

See the subject :-)

I'm talking about jasper2/lib/jsp2el.jar - it contains 
org.apache.jasper.runtime.el classes. There is no reason to check in the 
binary and not the sources !
