This is a problem with the spec, not with Tomcat (see comments for bug 10683).
The exception you get seems indeed unrelated. Feel free to reopen the bug if you
think there's really a problem besides the known XML/attribute spec issue.
(Note: I'm not a Tomcat developer, but I've spent quite some time fighting with
the XML syntax...)
