Environment entries cause HTTP 500

Using Java 1.4.1 and Tomcat 4.1.12, I received an error putting an 
<Environment> entry in <GlobalNamingResources> and accessing it with the JNDI 
java:comp/env code in a webapp without an explicit <Context> entry.

I was able to get this to work if I nested the <Environment> entry in a 
<Context> like the examples.

I also tried throwing in a <DefaultContext/> entry
